McNeal was previously chief technology officer, serving in that capacity since 2005. From 2000 to 2005, he was the director of financial services for the Maine Department of Transportation, where he also served as assistant director of the information systems division. McNeal joined OIT after retirement as a commissioned officer with the U.S. Marine Corps, in which he served for 24 years.
